The Camp Lejeune Poisonings: What the Military Knew—and Why Families Waited Decades
For decades, Marines were told Camp Lejeune was a place where their families could live safely while they served the United States. They drank the tap water, cooked with it, bathed their children in it, and filled baby bottles from faucets connected to the base's water systems.
Some of that water was contaminated with industrial solvents, fuel-related chemicals, and toxic degradation products.
The contamination began as early as the 1950s. Specific volatile organic compounds were detected by military-linked testing in the early 1980s, yet some of the most contaminated wells remained in service until 1985. Many former residents did not learn the full significance of their possible exposure until years or even decades later.
That history has made Camp Lejeune synonymous with one of America's worst military environmental contamination scandals.
But there is an important distinction between the documented scandal and the popular phrase "30-year military cover-up." Federal investigations found serious delays, mistakes, incomplete responses, and failures to act promptly, but a criminal investigation did not substantiate a coordinated conspiracy by Navy or Marine Corps personnel to conceal the contamination.
What is beyond dispute is disturbing enough: people at Camp Lejeune were exposed to contaminated drinking water for decades, officials received warning signs before the worst wells were permanently removed, and thousands of veterans and family members spent years searching for answers about illnesses that might be connected to their time on the base.
What Happened at Camp Lejeune?
Marine Corps Base Camp Lejeune in North Carolina was established in 1942 and became one of the most important Marine installations in the United States.
Over the following decades, tens of thousands of Marines, sailors, civilian employees, spouses, and children lived or worked there.
Several separate treatment plants supplied drinking water across the enormous installation.
The two systems at the center of the contamination crisis were:
- Hadnot Point
- Tarawa Terrace
A third system, Holcomb Boulevard, was generally uncontaminated but occasionally received water from Hadnot Point during periods of high demand or when Holcomb Boulevard was temporarily unavailable.
The contamination was not caused by a single chemical or single source.
At Hadnot Point, contaminants entered groundwater from sources including leaking underground storage tanks, industrial spills, and waste disposal sites.
At Tarawa Terrace, the primary source was an off-base dry-cleaning business whose operations released tetrachloroethylene, commonly known as PCE or perchloroethylene, into the environment.
The result was prolonged exposure to a mixture of volatile organic compounds.
How Long Was the Camp Lejeune Water Contaminated?
Scientific reconstruction suggests that portions of Camp Lejeune's drinking water were contaminated for approximately three decades.
ATSDR estimates that at least one volatile organic compound exceeded today's federal drinking-water standard in the Hadnot Point system between August 1953 and January 1985.
For Tarawa Terrace, modeling indicates that PCE exceeded today's Environmental Protection Agency maximum contaminant level of 5 parts per billion for 346 months between November 1957 and February 1987.
This is where the frequently repeated "30 years" figure originates.
It refers most accurately to the period of contamination and potential exposure—not necessarily to a proven 30-year intentional cover-up.
That difference is important.
What Chemicals Were Found in the Camp Lejeune Water?
The major contaminants included:
- trichloroethylene, or TCE;
- tetrachloroethylene/perchloroethylene, or PCE;
- benzene;
- vinyl chloride;
- trans-1,2-dichloroethylene, or DCE.
These were not harmless trace minerals.
They were chemicals associated with industrial operations, dry cleaning, petroleum products, degreasing, waste disposal, and the degradation of other solvents.
Trichloroethylene
TCE was the major contaminant associated with Hadnot Point.
It has historically been used for purposes including degreasing metal components and industrial cleaning.
ATSDR reports that the maximum TCE concentration detected in finished drinking water at Hadnot Point was approximately 1,400 parts per billion in May 1982.
The current EPA maximum contaminant level for TCE in drinking water is 5 parts per billion.
That means the 1982 measurement was roughly 280 times today's federal limit.
Tetrachloroethylene
PCE was the principal contaminant in the Tarawa Terrace system.
It is strongly associated with the dry-cleaning industry.
ATSDR identifies the off-base ABC One-Hour Cleaners as the primary source of the Tarawa Terrace PCE contamination.
The maximum PCE level detected in Tarawa Terrace drinking water was approximately 215 parts per billion in February 1985.
The current federal drinking-water limit is 5 parts per billion.
Benzene
Benzene is a component of petroleum products and a known human carcinogen.
It became particularly controversial in the Camp Lejeune history because later reviews found additional information about benzene exposure that had not been properly incorporated into earlier public-health assessments.
In 2009, ATSDR withdrew its 1997 Camp Lejeune Public Health Assessment after discovering additional information concerning historical contamination, including benzene.
Vinyl Chloride and DCE
Vinyl chloride and DCE can appear as other chlorinated solvents degrade in groundwater.
The presence of multiple contaminants further complicated attempts to reconstruct historical exposure levels and determine which illnesses might be associated with which chemicals.
When Did the Military First Know Something Was Wrong?
This is one of the most important—and most contentious—questions in the Camp Lejeune story.
According to a Government Accountability Office investigation, Navy water testing detected volatile organic compounds in Camp Lejeune's water systems as early as 1980.
Testing in 1982 and 1983 identified TCE and PCE in water associated with Hadnot Point and Tarawa Terrace.
A private laboratory report from November 1982 explicitly described the Tarawa Terrace samples as showing PCE contamination and the Hadnot Point samples as showing contamination involving TCE and PCE.
Additional testing in 1983 again reported contamination.
The wells were not all immediately shut down.
That delay became one of the most damaging facts in the entire controversy.
The 1982 Laboratory Warnings
In the early 1980s, Camp Lejeune was testing water for compounds associated with drinking-water treatment.
During that work, laboratory scientists encountered something unexpected: industrial solvents.
The GAO later reviewed records showing that a contracted laboratory repeatedly communicated evidence of TCE and PCE contamination.
Former Camp Lejeune environmental officials told GAO investigators that they did not take additional action immediately because:
- they had limited knowledge of TCE and PCE;
- there were no enforceable federal drinking-water limits for those chemicals at that time;
- and varying laboratory results created uncertainty about the validity of some measurements.
Those explanations provide historical context.
They do not erase the consequences of the delay.
By today's standards, a laboratory warning that drinking water contains industrial solvents would generate immediate concern.
In the early 1980s, environmental regulation, toxicological knowledge, institutional procedures, and legal standards were less developed.
Still, the water was being consumed by military families.
Why Weren't the Wells Closed Immediately?
Additional investigations were conducted through a Navy environmental program in 1984 and 1985.
Testing eventually identified volatile organic compounds in multiple individual wells serving Hadnot Point and Tarawa Terrace.
Ten contaminated wells were removed from service during 1984 and 1985.
The sequence matters:
- unusual chemicals were detected in 1980;
- TCE and PCE were identified more clearly in 1982 and 1983;
- contaminated individual wells were identified through additional testing in 1984 and 1985;
- the most contaminated wells were ultimately shut down by February 1985.
That gap between warning and decisive intervention remains central to criticism of the Marine Corps' response.
One Contaminated Well Was Even Temporarily Reactivated
The historical record contains another troubling episode.
According to the GAO timeline, a well that had been removed from service in February 1985 was restarted on March 11 after samples were collected.
After approximately 24 hours of operation, additional samples were taken and the well was again removed from service.
Actions like this helped fuel distrust among former residents.
To people who later developed serious illnesses, bureaucratic uncertainty about sampling and regulations seemed painfully inadequate compared with what had been at stake: drinking water for families.
Were Camp Lejeune Residents Warned?
Some warnings occurred in 1984 and 1985.
But the manner, timing, and completeness of those communications became highly controversial.
A December 1984 article in the base newspaper discussed sampling and the removal of wells from the Hadnot Point system.
In April 1985, the commanding general issued a notice to Tarawa Terrace residents explaining that two wells had been taken offline after organic chemicals were detected.
The notice characterized the substances as "minute" or "trace" amounts and emphasized the absence of definitive state or federal safety regulations.
A May 1985 base newspaper article reported that ten wells had been removed because of contamination.
Regional newspapers also reported the issue.
So it would be inaccurate to say that nobody was told anything.
The more difficult question is whether residents were given enough information to understand the possible seriousness and long-term health implications of their exposure.
For many former residents, the answer was no.
Why Do People Call Camp Lejeune a Cover-Up?
The "cover-up" description grew from several documented realities.
Officials had warning signs before the most contaminated wells were finally removed.
Some early communications described the contamination in reassuring language.
Broad notification of former residents came much later.
Historical records were incomplete.
Public-health assessments had to be revised.
Advocates spent years fighting for recognition.
Some affected families said they learned about the contamination through news reports rather than directly from the military.
These experiences created deep suspicion that information had been intentionally suppressed.
The situation was serious enough that federal investigators examined allegations including conspiracy to conceal records, interference with health studies, Freedom of Information Act issues, and false statements.
But the official findings require nuance.
Did Investigators Prove a Military Conspiracy?
No criminal conspiracy was substantiated.
According to the GAO's review, an EPA Criminal Investigation Division inquiry examined allegations that Marine Corps or Navy officials conspired to violate drinking-water law, conceal evidence, prevent cooperation with federal health studies, hide records, or provide false information.
Investigators did not substantiate a conspiracy by military or civilian employees.
The investigation also concluded that because enforceable TCE and PCE drinking-water standards did not exist during the critical early-1980s period, investigators could not establish violations of the Safe Drinking Water Act on that basis.
However, investigators reportedly expressed concern that some Navy environmental personnel had not been completely forthcoming during interviews.
That creates an uncomfortable but important conclusion.
There is abundant evidence of institutional failure.
There is evidence of delayed action.
There are documented communication problems.
There were mistakes and incomplete records.
But calling the entire episode a legally proven 30-year conspiracy goes further than the official investigations support.
The Stronger Case Is Institutional Failure
A scandal does not require a secret meeting in which officials agree to hide the truth.
Institutions can harm people through:
- fragmented responsibility;
- weak environmental oversight;
- regulatory gaps;
- poor communication;
- bureaucratic inertia;
- minimization of uncertain hazards;
- slow recognition of emerging science;
- inadequate record keeping;
- delayed notification.
Camp Lejeune demonstrates how those failures can compound.
No single decision needed to expose families for decades.
Contamination occurred unnoticed for years.
Then warning signs were interpreted cautiously.
Then testing took time.
Then regulatory uncertainty slowed action.
Then historical exposure had to be reconstructed.
Then epidemiologists needed decades of medical records to measure long-latency diseases.
For people whose children developed cancer or whose spouses died, these institutional distinctions could feel meaningless.
Their question was simpler:
Why were we drinking it?
Why Former Residents Often Did Not Learn the Story Until Much Later
The early notices primarily concerned people living on or near the affected areas during the mid-1980s.
But hundreds of thousands of Marines and family members had already rotated through Camp Lejeune over previous decades.
Finding them was a completely different problem.
Large-scale outreach developed gradually.
According to material submitted in congressional proceedings, the Marine Corps used press briefings and worldwide Marine communications around 2000 and 2001 to support ATSDR outreach.
An online registry was launched in 2007.
In March 2008, approximately 49,000 notification letters were mailed.
Several months later, roughly another 150,000 letters were sent using address information accessed through the Internal Revenue Service.
For someone who lived at Camp Lejeune in the 1960s or 1970s, meaningful notification could therefore arrive decades after the actual exposure.
That delay is one reason the case remains emotionally explosive.
The Jerry Ensminger Story Became a Symbol of Camp Lejeune
Few people did more to force public attention onto Camp Lejeune than retired Marine Master Sergeant Jerry Ensminger.
Ensminger's daughter Janey was born while his family was stationed at Camp Lejeune.
She developed leukemia as a young child and died in 1985.
Years later, Ensminger learned that Camp Lejeune's drinking water had been contaminated.
The discovery transformed him into one of the most persistent advocates for affected military families.
A 2023 JAMA Neurology editorial recounts how Ensminger first encountered news about Camp Lejeune's contamination years after his daughter's death—an experience that illustrates why so many families felt betrayed by the institution they had trusted.
His activism eventually helped push Camp Lejeune from an obscure environmental problem into a national political issue.
Why Military Families Experienced the Scandal as Betrayal
Camp Lejeune was not an ordinary neighborhood.
The federal government owned and operated the installation.
Service members were ordered where to serve.
Families followed them.
They relied on the government for housing, infrastructure, medical support, and water.
That relationship creates a unique moral dimension.
A civilian family may choose where to live.
A Marine may be ordered to Camp Lejeune.
A spouse and children may move there because military service requires it.
They therefore have an unusually strong reason to expect that their government will identify environmental hazards and communicate them quickly.
When that trust fails, contamination becomes more than a public-health problem.
It becomes an institutional betrayal.
The Health Effects Took Decades to Understand
One reason the Camp Lejeune story continued long after the wells were closed is that many diseases potentially associated with environmental contamination have long latency periods.
Cancer may develop years or decades after exposure.
Parkinson's disease commonly develops later in life.
Researchers therefore could not determine the full health impact simply by studying people immediately after contaminated wells were removed.
They needed:
- historical personnel records;
- housing information;
- water-system reconstruction;
- groundwater models;
- death certificates;
- cancer registries;
- medical records;
- comparison populations.
ATSDR has been studying Camp Lejeune exposures since the late 1980s.
What Does ATSDR Say About Camp Lejeune Today?
ATSDR's current position is significant.
The agency states that past exposure to TCE, PCE, vinyl chloride, and other contaminants in Camp Lejeune drinking water likely increased the risk of several cancers, adverse birth outcomes, and other health effects among residents, including children, civilian workers, Marines, and Navy personnel.
This is far stronger than merely saying contaminated water existed.
Decades of epidemiological work have increasingly connected exposure with specific health outcomes.
The 2024 Cancer Incidence Study Added Major Evidence
One of the most important recent developments was a large cancer incidence study involving Marines, sailors, and civilian workers.
Researchers compared approximately 154,821 people associated with Camp Lejeune with approximately 163,484 comparable personnel and workers associated with Camp Pendleton, California, whose drinking water was not known to have suffered the same contamination.
ATSDR reported increased risks of several cancers among people associated with Camp Lejeune.
Among Marines and Navy personnel, increased risks were observed for some leukemias and lymphomas and cancers including those involving the:
- lung;
- breast;
- larynx;
- esophagus;
- thyroid;
- soft tissues.
Among civilian workers, researchers reported increased risks involving myeloid cancers and some breast and lung cancers.
The study does not mean every cancer diagnosed in a Camp Lejeune resident was caused by the water.
Epidemiology measures patterns of risk across populations.
Individual causation remains more complicated.
Camp Lejeune and Parkinson's Disease
The connection between Camp Lejeune and Parkinson's disease has become particularly significant.
A 2023 cohort study published in JAMA Neurology compared service members who had been stationed at Camp Lejeune with personnel stationed at Camp Pendleton.
The study examined more than 340,000 service members.
Researchers found that Camp Lejeune veterans had approximately a 70% higher risk of Parkinson's disease than the Camp Pendleton comparison group.
The authors concluded that the findings supported an association between exposure to TCE-contaminated water and later Parkinson's disease risk.
This result attracted international attention because TCE contamination is not unique to Camp Lejeune.
The solvent has been used extensively around the world.
Other Studies Found Elevated Disease Risks
ATSDR studies have reported associations involving kidney cancer, bladder cancer, kidney disease, leukemia, multiple myeloma, Parkinson's disease, and other conditions.
A morbidity study involving former Marines, civilian employees, and dependents found that exposure to TCE and PCE was associated with increased kidney cancer risk among both Marines and civilian workers.
PCE exposure was also associated with increased bladder cancer and kidney-disease risk among Marines, while both TCE and PCE were associated with those outcomes among civilian employees.
A mortality study of civilian employees also reported elevated mortality for several conditions, although researchers emphasized statistical uncertainty for some individual estimates.
Scientific interpretation therefore requires care.
Camp Lejeune research supports genuine health concerns.
It does not support assuming that every illness experienced by every former resident was caused by contaminated water.
What Diseases Does the VA Recognize as Presumptive?
The Department of Veterans Affairs currently recognizes eight Camp Lejeune conditions for presumptive disability compensation for eligible veterans.
They are:
- adult leukemia;
- aplastic anemia and other myelodysplastic syndromes;
- bladder cancer;
- kidney cancer;
- liver cancer;
- multiple
